I don't know the date of first publication of the treatise on Health Care Law.

I identified it from http://www.law.georgetown.edu/library/research/treatise-finders/healthlawandpolicy.cfm. At the bottom of the page, please note Treatise on Health Care Law, Michael G. Macdonald, et al. (eds). The Georgetown Law Library rates it as a preeminent treatise and shows it is available on Lexis.

Yes, I see that Georgetown has access to it using their Lexis Nexis edition, howveer I have been unable to find it using Lexis Nexus Academic. Different packages have access to different articles. FRom the link you provided I saw this is an extremely large and ongoing reference resource. I have just been unable to find it on our Lexis Nexus database. If I had more information as to which chapter or year you need I might have more luck. Also anything we do not own or have access to can be requested through interlibrary loan. I am pretty certain that UH law library will have what you are looking for though, as a last resort.
